How do I get my logitech harmony 650 to delay power-on between the TV and the AV receiver?

I have a Panasonic plasma TV and I would like to have one remote to turn it and my AV receiver on so that I can use my home theater to list to the TVs audio. My Logitech Harmony 650 is supposed to do this, but I cannot find the function to delay the power-on feature on my remote or in the supported software.
