how can i get a list of people that voted in Rockville, MD for Council Members?

this is for a direct mail campaign and we are trying to target people that voted the previous year. i need their addresses for a direct mail campaign

1. I don't think you will be able to get that list. You can go to the voter registrar and they may have a list of registered voters, but not who voted. That is infringing a little too close.
2. The county has a list of everyone who voted. The list doesn't say if they voted in that particular race (if other things were also on the ballot) and it certainly does NOT tell you who they voted for. To find out who they likely voted for, cross check this list with the list of voters broken down by primary. That'll tell you who the likely Dems and Repubs are.
3. Ask all the political parties to share their voting list with you. Not gonna happen but that's the best you can do. Voting records are protected by voting and registration laws. If you want to mass market a town for a voting campaign, then simply pay the post office for their bulk mailing to every address in the town.
