Where do you go to buy a mailing list of businesses in your area?

So let's say that I wanted the addresses of all the bakeries for example in my local area? Do you buy this from the state? County? Or another organization? I would like to define particular business criteria in order to obtain a mailing list? I had thought that you normally purchase this from the county. Or is there a better way online?
