Where to get Target baby coupons?

I have seen coupons on ebay that are for Target (stores) for baby items, like diapers, formula, wipes, etc. I am assuming that Target mails these out, so how can you get on their mailing list to get these coupons?? I have already looked at their site, and I don't see anywhere to sign up for these. Is there a number you can call to get these - does anyone know???

2. I get them too. The only things I signed up for was the baby registry/online account.
3. there are diapers, formula samples, and coupons, but it's not target.
