Word 2007 Dropdown list problems with html and htm?

I have an extra credit assignment that requires my classmates and I to create a web form from Word 2007 using a drop down list (such as "State" for employment application). The form works perfectly until it is uploaded to our site. There the drop down description is there, but not the list. I have tried this on several different sites, GeoCities and Windows Live. Anyone with a suggestion. I have dogpiled and Microsoft - to no avail.
