what is the name of the con man on the FBI top ten list who claimed gold was in sand?

I am looking for some extra credit for my Chemistry class. My professor asked me to find an article of this guy who made the top ten FBI list scamming citizens to fund his quest for gold. Supposedly he claimed that sifting the sand from the desert would result in gold.
