What is the definition of a sleevless business top?

Does a business top have a collar and buttons completely up the front of the shirt, or only a portion like a polo shirt.

1. can be either or. usually the ones I see are full button up shirts minus the sleeves with a collar.
2. a nice button up dress shirt, but with short sleeves.
3. I'd say something that matches the bottoms. If you are wearing a jacket then just about anything, but a wifebeater goes.
