What are those sites that are just lists of words?

They usually show up far down the list in searches. Sometimes they're at universities, sometimes not. They seem designed to show up no matter what the search is, but they have no content but the word lists. What's the deal?

1. i always think that they just like count how many users click them and try to grab information. i could be wrong as this is totally speculative. they may even be scripts that just generate common search terms to show ads or other things.. very annoying
2. It is a way that some websites use to get their sites to display in search engines for a greater number of "keywords" use in searches. It is a "Black Hat" method some website administraters use to have inflated traffic figures for their websites. I notice this alot on websites in "parking" mode that just have ads and no real content.
