Where can i obtain Free mailing lists?

Hello, Does anyone know where i can get free mailing list in the Uk for the UK. I have started my own web design company and want to offer web site optimization and design. I want to send Personal letters or emails but not spam just something gentle as this will really improve the persons business. Thank you

2. I'm not sure how small business is set up in the UK but what I would do is find a yellow pages and start calling businesses. Go to your nearest county office and see a listing of all the businesses registered there, they should all have contact info. Or just rely on the sneakernet. Just talk to them in person, you get their attention better than just some piece of mail they will probably assume is just spam anyway.
