How are top Web Sites Made (IGN, CNN, Hotmail, etc.)?

I am still in high school but I want to get website making.... How are top websites made like for example IGN or something?? Do they use DreamWeaver? And it's usually HTML + Java right? Anything Else that is used? Thank You
