Is there a software that can help me make a query page with a dropdown list for three variables?

I have a long list of paragraphs. Each paragraph is defined by three variables. For instance, a is good, b is bad, c is valid. I need a software or program that will help me make a query page where people can choose from a dropdown list these three variables, hit enter, and they will arrive at the chosen paragraph. please help.
