Why does the Craig's list website not listen to the users?

I use craig's list for many things like finding place to rent, electronics stuffs, or even their personal section. however with mounting number of spammers, Craig's list is losing its credibility. I had written to the craig's list to implement tougher rules to ban users permanently even their IP addresses if found to be spamming repeatedly. however that has not happened so far. so why is Craig's list so reluctant to implement more strict rules which will actually benefit the users?

1. Probably because there are only a handful of people that actually work for the site to combat the millions of complaints received every month. It's not falling on deaf ears, just over burdened ears.
