Why there is no TOP SITES application in my Safari 4?

I'm using Windows XP by the way. I don't even have the TOP SITES toolbars.

1. "You can activate Top Site by clicking the icon next to the bookmark toolbar or when you open a new tab. Top Site allows the “pinning” of a site to a specific thumbnail and deletion with the edit feature. In addition you can select small, medium or large thumbnails. The smaller the thumbnail, the more you will get on the screen." Also, Top Sites uses Coverflow, so you need to have 32mb video memory, DirectX9c.
