Is there a section of the Data Protection Act that prohibits organisations retaining and using old membership data AFTER a person has requested to be removed from their current membership list?

- Yes. The DPA says says the org must not keep the individual's personal data after the purposes relating to the individual are completed - unless the licence covers some other purpose for which they must be kept such as a legal records-keeping requirement (examples: if the org has to keep records on who drove a vehicle on a particular day, or who made or received tax-liable payments, or who had a key to the store, and so on)
