SEOs: If 2 sites post the same article around the sametime, why did 1 site get top google listing & 1 nothing?

My site competes with another site as a news referral service, our competitor site posts the same article at the same time but gets top google listing for the article, even higher that the originating site and our site gets no listing of that article post for days. Why?
