What are those owls on top of stores and businesses? [Texas]?

I see them everywhere mainly on the corner front side.

1. They are nothing other than a scare tactic for pigeons. Those rats with wings will not hesitate to poop on people walking by and build their nests in the awnings. I live in AZ and people use fake owls, rubber snakes, tin foil and spikes to keep the pests away. (If the birds think a nesting site isn't so great, they will kick the nest apart and another mating pair will try to move in and the mess is atrocious!
