how are sites dedicated to children in their underwear legal?

Ok I was looking into modeling for my 4 year old daughter (like the how cute is your kid contests) and I decided to take my research to the internet like most people. upon searching I came across many many disturbing websites dedicated to "child modeling" if that's what you want to call it. These were all of children in their underwear and little tube tops in what can be viewed as sexual poses. Some were even labeled as non-nude preteen modeling. What the hell? How are these sites legal? I have already decided that I am not going to subject my child to this smut and whatever hopes my wife had of getting her in any beauty pageant are gone, I am just wondering now how these sites stay up and running. Is it not viewed as harmful to the children? How can they post "non-nude preteens" and not automatically get shut down? I do not understand this at all. I don't know but my brother worked in walmart as the photo guy while he was in high school and he told me he had to call the cops a few times because some people tried to develope their cameras with child porn on them and he had to stall them while they came to pick them up for cops to come get them. It is sad that it even happens. I don't know but I think just because their privates are covered it is legal even though it is obviously meant for a sexual nature. Makes me sad that this even happens. I wish they could get shut down.

They are NOT legal and if you see something like this you should report it to the police,the police do spend a great deal of time trying to monitor the internet but there are some very sick people in this world and sadly a lot of this goes on because they cannot be aware of everything,report it.
  4. Because of a loop hole in the law underwear is not consider child porn. We were told by a photo studio that we coul not take pictures of our daughter with no top after 1 year because that was considered child porn. but in a tank that is fine. She can be in underwear and tank and that is legal if she were to take off her shirt bit no no I did not check out the site but I assume the same law applies as long as they are clothed it is legal

First of all, there's a loophole in the law so photos of kids running around the house in their undies with shaving cream all over their faces, or advertisements for children's underwear, or wal-mart ads of girls in a PJ tank top and PJ pants aren't 'child porn'. Second, many of these 'child modeling' sites are not based in the US (Eastern Europe and Thailand are particularly bad for child sexual exploitation) where the authorities either don't care, or are too overworked to have time to shut down every site. If they seem to be in the US (.com domain) and seem to be sexually exploiting a child, contact the National Center for Missing and Exploited Children and report it to them.
