The contracter I hired to remodel has abandoned the job?

I hired a remodeling contractor who promised to finish the job in 6 to 8 weeks. It is now close to a year and he has not finished his job. We have paid almost 80% of contract money and abided by payment schedule of contract. We have contract, but we did not put a deadline, as he promosed to finish in 6 to 8 weeks. We did a mistake of trusting him and did not bother to check BBB or Angies List. He is rated 'F' in Angies list, by many and have some complains in BBB. He is asking for more money for some changes he claims he did and has put huge amounts for those. We have not approved such amounts and changes in writing. We are planning to talk to our attorney, give this guy an ultimatum to finish the work in 'x' days or so or we plan to get it done from someone else and if that costs us more than the remaining 20% we have not paid him, we want to sue him for recovery. This is in Illinois. I want advise from people who have been there and done that. The project is almost at finishing stage

  1. give him a stop no pay notice by cert mail then hire a lic contractor to fix and finish what he has done ... i know in calif we have very strict laws for contractors the stricts in the nation maybe you can start with a grass roots campaign to get better laws ps good luck and sorry that happened to you
