how can i promote my fantastic service.?

I am now doing some small business with another two friend as a work studio in china. our main service is too help people buy cheaper items from taobao.com(which the biggest online auction site, a lot of good cloths ,bags, watches,etc). Cuz other countries' people can not use their credit card directly to buy from taobao.com, also cuz it's a chinese language site so maybe some diffculty exist to read it,so we offer this kind of a buy agent service. paypal accept and low commission.also a low shippment discount. but i have not found a good way to promote my service. can anyone give some good advice.where can i to plaster my ads will not to be treat as spams, or where can i get a target population's mail list. i will be appreciate.
