What chooses your top sites on Safari program of a MAC computer?

When you select to 'open a new tab' on any mac computer it comes up with certain 'top sites' in mini boxes and rows that you can choose from. How are these 'top sites' selected?

1. Hello I think it is initially on the sites you visited until all mini boxes are full,then it is sorted on basis on how often you visit a website. If you visit yahoo regularly yahoo will take first mini box.
2. Pretty sure it's based on frequency. If you click "edit" at the bottom, you can pin your favorite sites and move them around.
