To chat with a windows live user you must first add them onto your online list?

i get this message when i try to write a message - how do i add someone to my online list? where is that?

1. Click on "Contacts" at the top of the Messenger Window. Click on "Add a Contact". Either enter the person's ID under the top option or choose the person from your Address Book under the second option. Click on Next at the bottom to take you through the process. An invitation will be send to the person to connect to you.
