What does "bestseller" actually mean for book lists?

I thought bestseller lists were actually ranked by number of books sold...? I am looking for a ranked list of actual numbers of books sold for 2009.

1. A bestseller is a book that is identified as extremely popular by its inclusion on lists of currently top selling titles that are based on publishing industry and book trade figures and published by newspapers, magazines, or bookstore chains.
