How do you get Target coupons in the mail?

I know how to print them from online but, I shop at Target all the time & at the store I see some people using new coupons that they got mailed to there house, I wantt the ones for up brand diapers. I ask how they got it & they said from online but I tried looking but I can't find how to do it.. & what they get in the mail is a Target coupon book coupons only for target. I have 3 target red cards & I'm on the mail list & I still don't know how I can recieve them . Please only serious answers... No good luck or beats me answers... Thanks!
