Does Ebay charge for designing a template when you create your listing?

I'm new to ebay and it looks like they charge for anything other than a plain listing. Is that true? I can see charging for custom themes, but do they charge when you want to design your own listing or can you ?Does anyone know of an online site where I can get quality design templates for free? If it is free how do I design or make a custom template listing?

1. No free templates but there are third party hosts who have other templates. You can use your own template if you know the HTML tags for it.
2. Download ebays turbolister. the templates are free.
