Need help building a website with a rating system?

I'm trying to build a website where I can list people/pictures and have a rating system with it for people to rate within it. Similar to youtube's star rating system or their thumbs up thumbs down option. A comment section underneath would be good too. Basically it's almost like youtube except it's pictures.
