I've seen questions in this section with "20 characters" or "10 characters" stated. What does this mean?

I'm regularly in the Newborn & Baby section, and recently I've seen questions with "20 characters" or "10 characters" listed after the questions people ask. What does this mean?! I'm so lost. LOL! Thank you! I had no idea!!!

1. The initial title or preview of the question must be at least 20 characters to be posted(stupid, i know) so people just put that to be able to post their question and not have to restate it in at least 20 characters.
2. It just means that the Original question was not long enough.That note popped up that said "Your question must be at least 20 characters". So to make it longer,they put in "20 characters".
