Why is it illegal to install radiant heat in driveways and sidewalks in Wisconsin?

I just read this in an Angie's List article. It seems like this would be most welcome in WI so I'm curious as to why.

  1. My only guess is that this would cause water runoff that would refreeze, so you would have ice in the street instead of snow.
  2. I don't know about illegal, but in Madison, the Kraft Oscar Mayer plant has radiant heat in the sidewalk in front of the plant. At least twice each year, construction crews have to rip up part of the sidewalk to repair leaks in the system. Of course the breaks are in different spots of the heated sidewalk each time. So, inneficient, prone to leaks, expensive to repair, labor intensive. Not a good fit for Wisconsin.
  3. I agree with Edward. It probably causes problems by the water refreezing on the roadway.
