Shouldn't the border wall have barb wire at the top of it?

All other types of walls, whether they are to protect homes and business or prisons use barb wire, why doesn't the government use barbwire on the border wall? http://www.notexasborderwall.com/nbw1.jpg

2. Barbed wire settled the west it should settle the border too
