Is there a private wow server that is balanced?

I've wanted to play wow on a private server for a long time. I've grown sick of the grind and I just want to pvp on a variety of different toons. I don't care what patch it's running. I don't care whether it's blizzlike or not, or what the exp. gain rate is. The only thing I care about is I want the damn thing to be balanced. If you can donate to get better gear than is obtainable the hard way in game... then that sucks. No go. It would be nice if it had people on it too. I want to pvp, but it just isn't worth it to me to pay 15 bucks a month for the privilege of wasting a year of my life to level a toon I might enjoy at 80 pvp or I might not. What is the best private server to facilitate this? I've seen the massive lists and the vote sites, etc. but I don't have time to sit there and make an account for all of them just to see if it's going to be stupid, and imbalanced with ridiculous gear that people donate for, and to top that off, half the abilities/talents don't even work! I just want to pvp! You guys are missing the point. I'm not looking for a great populated server, or a list of them. I'm looking for assurance that a server will be as balanced as an emulated server gets, and also I want the donor gear to be attainable without donation (if donor gear has to exist). wowgasm seems to meet this criteria upon closer inspection, but the problem is there aren't really enough people in those servers to support fun pvp :(

3. Magic wow 12x n 3x servers go with 12x server though Some custom items but dont give upper hand in pvp (like 28 slot bag, tabard that makes you glow red/blue ect) It has AV AB and WSG about 1500 ally n 1700 horde online at a time. Im alliance n my charactors name is Wariondon.
