What questions one should ask when buying direct mail lists?

1. All I know is don't buy cheap lists out of FL. A total waste of money! Most mailing lists are.
2. How old or how fresh is the list ? If the number of mail returns (undeliverable) exceeds X% what is the buyback amount (refund)? Is this the correct list for my market?
3. Are you authorized to sell this information legally or did you pay FaceBook for it
