What makes an author qualified to write an internet or book source?

Can anyone list the qualifications they must have?

2. There don't seem to be any guidelines or barriers - you can post pretty much whatever you want. Someone else can challenge it or correct it, but no one appears to check qualifications. That's why you get so much drivel and nonsense passed off as 'fact' and why people who post their homework to be done are taking an awful chance by relying on total strangers to give them straight answers and not some kind of gobbledetgook.
