Can you legally drop out at 17 as a I.E.P Special Needs Student in California?

My school is the biggest joke in the world. I've had to put up with some much crap there it's insane. When I started the first grade that said I had a learning disability and put me in special education with a bunch of people that have serious issues. They call it an I.E.P I'm not an I.E.P student if I can Build computers talk to people and understand our economy and basic business and make some money online as well. Here is a list of some of the crap I've had to go through. 1. I had to serve a detention and they made me work with bleach and i had burns on my shirt in the bathroom. Principle lies and says that they have no such chemical on campus until my dad called in the health dept and then he received a don't sue us we want the shirt call on the phone. 2. Somebody pulled a chair underneath me and the teacher didn't do crap. 3. A book thrown at me and scissors thrown across the room one again teacher didn't do anything 4. They accused me of sexual harassment form one complaint who is in the same class lives in a group home and admits to having a stocking record. Even tho she is sexually provoking people with loud conduct. Not one week before my indent somebody touched her. I was suspended form her mouth with NO PROOF! 5. FAILING to provide me the correct classes. Way to easy or way to hard. Going form like basic math to advanced algebra. My case manager goes on saying I have training to do and for TWO weeks I was unable to talk to him about my classes 6. My school counselor tells me to get out of her office basically becuase she is to busy at the moment and shows me a stack of papers. 7. Lies and more. Telling me I wont be able to pass the high school exit exam and that I should move to another school so I can take advantage of the waver that is in effect for this year and it may not be in effect for next year! CA dept of education law says that it's exempt until the school implements a alternative CHASE! At the moment I'm not learning anything. The only classes I learn anything in are my Graphic design class and Art class The math I get is a joke. I get tough basic Division fractions and Multiplication. wow 32x33 My English, Math, and Earth Science is done on a joke program called Odyssey which is a joke. The pages don't even render correctly half of the time. They are trying to teach me with a online credit recovery program. Also there is a both sides of the fence there. The teacher cases about quantity The more the better basically of the work but the teacher assistant that runs the Odyssey program cares about the Quality of the work. I have a higher grade in Book work then Odyssey. My Math grade was a C- Odyssey but my US history grade was a B Book work Also i completed 166 Math assignments for Odyssey but haven't learned much. How is that less work in US history gets be a B but more work in Odyssey gets me a lower grade? Also the teacher that is teaching this class has failed his teacher test 9 TIMES. And admits he failed his last test when asked by a student. On top of that when it comes to book work he says it's not required for you to read. All I want to do is write the questions down and answer them. You don't need to read the chapter. Just find the answers to the question in the chapter. So this is a Jokery. I'm getting credits but not learning anything I don't want a exemption diploma which I'm going to get. I'd rather take a GED and know stuff! becuase I'm going to have to redo all of it again. Now my dad has got Two letters about my truancy letters. So my question is Can you legally drop out at 17 as a I.E.P Special Needs Student in California? If you want to post that it's stupid idea and that I'll get a job at McDonalds rest my life then you haven't bothered to read my post and don't even bother posting. I know there is some Errors and probably some grammar Errors. I didn't proof read it. I also should have added that that Sexual Harassment problem they almost arrested me form a comment out of her mouth with NO proof. When My dad called them they said she admits to sexually provoking people "BUT THEY STILL SAID I SEXUALLY HARASSED HER WHEN SHE SEXUALLY HARASSED ME!"

3. I'm sorry your having a hard time. I cannot understand why they would accuse you for sexual harassment with no proof. to me thats just wrong. I'll tell you this though, people tend to put the blame on weaker people and that includes people with special needs. I'm 20 and I was a special needs student that had an IEP just like you. I was blamed by people at school for doing something wrong when I didn't do anything. The school even called home and I was punished without proof. Sadly, that is what the school world is coming to i'm afraid. Just hang in there until graduation, and if the next time you are wrongfully accused of sexual harassment I would deny vigorously on it. You could also press charges against that girl for that false accusation and it would go on her permanant record. Hire a lawyer if you have to because some lawyers will be able to defend for you for free (pro-bono) if you have a learning disability/special needs. You seem to be a nice and smart young man. Just hang tough and keep a low profile. I can promise you things will get better and you will get through this :)
